A TCG meeting was held October 11, 2003 at Paw Paw's
restaurant in White Bluff, TN at 9:30 AM.  Present
at the meeting were:

Going Mobile
------------
NY4N and AF4QB told tales of their State QSO Party mobile
adventures.  I think they have more fun on the road than
us home stations will ever hope to have from our cozy shacks.

RadioActive Award
-----------------
K4WX was presented with the 2nd Annual N5HV Memorial Award
for leading the TCG once again in contest QSOs for 2002.

California QSO Party
--------------------
It looks like The Ontario Contest Club may have taken
the Non-CA Club Trophy this year, but a fine shownig was
made by TCG nonetheless.  Perhaps in 2004 we can mount
a large number of serious single-op offensives and reclaim
the title.  In any case, don't forget to submit your CQP log!

Sweepstakes
-----------
Now is the time to get geared up for the premiere domestic
contest, the ARRL Sweepstakes. Imagine how many more QSOs
we'll make if everyone tries to get at least one new station
on the air to join the fun.


TCG Constitution
----------------
Here is the relevent language for amendmentments from
the current TCG constitution:

"This constitution may be amended by a two-thirds majority
 of the total voting membership.  Proposals for the amendments
 shall be submitted in writing at a regular meeting and shall
 be voted on at the next regular meeting provided members have
 been notified of the intent to amend the Constitution at said
 meeting."

The constitution was not formally presented in writing
at the meeting because your EA simply forgot to do it.
However, everyone at the meeting had already read the
proposed document on-line, and it was discussed fully.
In your EA's opinion, the document has been presented
and discussed.

If we want to do it exactly "by the books" it would
require the following:

1) Wait until November to present it "in writing."

2) Wait until December to vote on it.

3) Wait until January to telegraphically vote on it.

4) Wait until February to announce the results.


I propose that we do the following instead:

1) Consider it presented in writing in September (which it was,
   via the Internet via Wo4o.)

2) Consider it reviewed and finalized on October 4 (which it
   was by Wo4o via the Internet.)
 
3) Consider it presented at the October 11 meeting, at which
   there was not a 2/3 quorum present.
 
4) Telegraphically vote on it now.

5) Present the results at the November meeting.

6) Get on with operating contests and putting TCG on the map.

Your comments on how to proceed are welcome.
